- Document all events.
- Record phone calls
- Print proof of cyber-bullying.
- Report everything in writing to the district superintendent and the police.
- Follow up all conversations about the incidences with a “memo of understanding”.
Beth may not want you to do anything for fear of making it worse. She’s right, so give her an “out” such as the chance to live with a relative close by or attend a different school.
If history tells me anything it's that even when kids, especially girls, move to another school, the cyber-bullying escalates and the attacks spread to family members. If the predators can't get at their preferred prey, they'll take a "proxy" instead.

Other parents will avoid you out of fear that their child will be the next target. Kids who would not ordinarily bully, will act as part of the pack in order to avoid becoming the next victim. Retain a special education attorney to protect Beth’s rights. Don’t count on the district to help you.
It's my considerable experience that anti-bullying programs are a crock. School districts and parents need to take responsibility for their students' and children's behavior. Swift and meaningful consequences are the only approach. Don't stand on the sidelines and expect the situation to get better. It will get worse, much worse, first.
